In response to a request by 76 environmental groups, including Beyond Nuclear, the U.S. Department of Energy (DOE) has granted until January 9, 2019 for the public to commenton the agency's proposal to deregulate high-level radioactive wastes, and allow for their abandonment in situ, at such places as Hanford Nuclear (Weapons) Reservation on the Columbia River in Washington State, the West Valley reprocessing facility upstream of the Great Lakes in New York, etc.

podcast ---- Click here to LISTEN! – Daniel Ellsberg is best known as the whistleblower who released the Pentagon Papers, which exposed what United States government officials really knew and thought about the Vietnam War. But he also worked as a nuclear war planner when he was a RAND Corporation researcher and consultant for the Defense Department.

In a recently published book, “Doomsday Machine: Confessions Of a Nuclear War Planner,” Ellsberg recounts his journey as he discovered how close a nuclear strike by the United States government or a war between the U.S. and Soviet government could bring the Earth’s population to near-extinction.

From the late 1950s to the 1960s, he uncovered several traits of U.S. nuclear war plans that would produce quite devastating results for humanity. He attempted to persuade U.S. officials to address them and achieved rather mixed results.

On the “Unauthorized Disclosure” weekly podcast, Ellsberg highlights how he came to learn the military’s estimate for how many hundreds of millions of people would die if a nuclear attack was launched. He describes how there was no way to call back pilots if an execute order was given. He shares how his father refused to be part of the production of the H-bomb and talks about how he had classified documents on nuclear matters, which he planned to release until they were tragically lost.

Washington – Today, Congressman Ted W. Lieu (D | Los Angeles County) and Senator Edward J. Markey (D-Massachusetts) introduced H.R. 669 and S. 200, the Restricting First Use of Nuclear Weapons Act of 2017. This legislation would prohibit the President from launching a nuclear first strike without a declaration of war by Congress. The crucial issue of nuclear “first use” is more urgent than ever now that President Donald Trump has the power to launch a nuclear war at a moment’s notice.

Upon introduction of this legislation, Mr. Lieu issued the following statement:

“It is a frightening reality that the U.S. now has a Commander-in-Chief who has demonstrated ignorance of the nuclear triad, stated his desire to be ‘unpredictable’ with nuclear weapons, and as President-elect was making sweeping statements about U.S. nuclear policy over Twitter. Congress must act to preserve global stability by restricting the circumstances under which the U.S. would be the first nation to use a nuclear weapon. Our Founders created a system of checks and balances, and it is essential for that standard to be applied to the potentially civilization-ending threat of nuclear war. I am proud to introduce the Restricting First Use of Nuclear Weapons Act of 2017 with Sen. Markey to realign our nation’s nuclear weapons launch policy with the Constitution and work towards a safer world.”

Upon introduction of this legislation, Senator Markey issued the following statement:

“Nuclear war poses the gravest risk to human survival. Yet, President Trump has suggested that he would consider launching nuclear attacks against terrorists. Unfortunately, by maintaining the option of using nuclear weapons first in a conflict, U.S. policy provides him with that power. In a crisis with another nuclear-armed country, this policy drastically increases the risk of unintended nuclear escalation. Neither President Trump, nor any other president, should be allowed to use nuclear weapons except in response to a nuclear attack. By restricting the first use of nuclear weapons, this legislation enshrines that simple principle into law. I thank Rep. Lieu for his partnership on this common-sense bill during this critical time in our nation’s history.”

Starting this Monday, August 21 until August 31, U.S. and South Korean forces will kick off the Ulchi Freedom Guardian joint military drills, highly provocative and threatening rehearsals for war involving tens of thousands of soldiers simulating surgical strikes on North Korea.

Pyongyang revoked its threat against Guam - and said it would wait to see what the United States would do! We cannot risk the safety of our allies, troops abroad, Guam residents, North Korean families and U.S. citizens because this Administration refuses to even acknowledge that there are diplomatic solutions on the table.

A proposal on the table to avert war and start talks is “freeze for freeze” in which North Korea suspends its nuclear and missile testing in exchange for halting or scaling back massive US-South Korean military exercises. A growing number of American officials are calling for this “freeze for freeze,” which has also been proposed by North Korea, China and Russia.

In an August 14, 2017 poll, 76% of Americans said they want diplomacy to resolve the North Korean nuclear crisis. We call for an end to dangerous brinkmanship and the start of talks!

We demand:

1.) Stop reckless brinkmanship; Start Talks Now! Suspend US-ROK military rehearsals for war in exchange for North Korea’s halting of nuclear and missile testing.
2.) De-escalate tensions and build mutual trust by reuniting Korean Americans with their families in North Korea, and repatriating the remains of US servicemen still in North Korea.
3.) Start the peace process towards signing a peace treaty to formally end the Korean War.
4.) Senators Schumer and Gillibrand must support SJR 200 for a U.S. No First Strike Policy and take these weapons AWAY from the impulsive actions of 45!

The Abe government continues to demand that the families who were evacuated from Fukushima return to the contaminated area. Despite the claims of the government that Fukushima has been “decontaminated” the opposite is the case and the radioactive material continues to leak into the Pacific ocean. Additionally the thousands of tanks filled with radioactive water are a serious threat to burst and leak when the next major earthquake hits the Fukushima area. The government is pushing ahead as well to re-open additional nuclear plants despite the continuing dangers.

The No Nuke Action Committee is also opposed to the increase repression in Japan through the “secrecy law”, the proposed “conspiracy law” and the revocation of Article 9 which would militarize Japan. The repression has also been used to arrest and harass anti-nuclear activists like Professor Shimoji in Osaka.

Please join the action and speak out to defend the families and oppose the continued restarting of Japan’s nuclear plants.

Stop the Nuclear Tax Bailout -- End the “Nuclear Renaissance”

The nuclear industry is trying to ram through another multi-billion-dollar bailout to keep the fantasy/nightmare of nuclear power alive. This time, through Congress. Stopping this bill (HR 1551) could end the so-called “Nuclear Renaissance” once and for all.

Utilities in Georgia and South Carolina are building four new reactors that are all billions of dollars over budget and years behind schedule. The problems were predicted before the utilities broke ground, but the extent of their failure is truly remarkable. The reactors are less than half-way built and have already bankrupted Westinghouse, the largest builder of reactors in the world – proving that nuclear power is a failed technology with no future.

HR 1551 would try to ensure these reactors get built by guaranteeing them $5.2 billion in federal tax breaks that are scheduled to expire in 2020. Because of the massive construction delays in building the reactors, none of them are expected to be online before then.

Please contact your Senators today and tell them to vote "NO" on HR 1551.

MORE BACKGROUND

Some or all of the four new reactors being built in the U.S. could be cancelled soon, despite billions of dollars in state and federal subsidies. The two reactors at Plant Vogtle in Georgia have already received $8.3 billion in taxpayer-guaranteed loans, and ratepayers in both states are paying steep rate hikes to cover the financing costs of the projects.

But one of the subsidies – the Nuclear Production Tax Credit – could expire before costing taxpayers a dime. Utilities can only take the tax credit for electricity the reactors actually generate, and it appears none of them will be completed before the program expires by law in 2020. If that happens, it willg taxpayers over $5 billion.

Georgia Power, SCANA, and Westinghouse are begging Congress to rush through a bill (HR 1551) that would NOT ONLY eliminate the 2020 expiration date, but give $2.6 billion in federal tax credits to tax-exempt state utilities and cooperatives that are 50% co-owners of the new reactors. 

The bill would allow the non-profit utilities to transfer the credits to the for-profit utilities and Westinghouse. 

The House of Representatives passed HR 1551 through last week, and Senate Majority Leader McConnell is pushing for a Senate vote this week, before the American public can find out about it. And President Trump has already said he will sign the bill. 

The whole scheme amounts to a $5 billion bailout to four dirty, dangerous reactors – using a new and still-unproven design – that have already had major construction and manufacturing problems.

WASHINGTON, D.C. – Thirteen environmental and consumer watchdog organizations representing millions of members today sent a letter to the House of Representatives urging members to oppose bill H.R. 1551, which aims to bail out the nuclear industry after troubled investments in new reactor projects in the southern U.S.

Last week, H.R. 1551, a bill to amend the IRS code and modify tax credits to nuclear power facilities, passed the House Ways and Means Committee by voice vote. House leadership placed this controversial, fast-tracked legislation on the suspension calendar for this week and the bill is expected to be brought to the floor today.

The legislation comes as Southern Company and SCANA push to get the government, via U.S. taxpayers, to foot even more of the bill for the utilities’ failed bet on nuclear reactors. The projects have been beset by extreme cost overruns and completion schedules have doubled. Westinghouse’s decision to construct four new nuclear reactors for utilities in Georgia and South Carolina has not only bankrupted the company, but also placed its parent company, Toshiba, in an extremely precarious financial position. If enacted, this bill would grant an additional $2.6 billion to the failing projects by making tax-exempt co-owners eligible for federal tax credits, and permitting them to transfer the credits to for-profit corporations.

“These four reactors, two at Southern Company’s Plant Vogtle and two at SCANA’s V.C. Summer, have been under construction since 2009 and were supposed to be operational by now, but are nowhere near complete,” said Ben Schreiber with Friends of the Earth. “Both projects have already benefitted from state and federal incentives, yet their customers have suffered from rising electric bills. There is no reason to burden these customers further or make U.S. taxpayers shoulder any more of the costs for these failed experiments. Congress should ensure the utilities’ shareholders take on some of the risk, not assure yet another multi-billion dollar taxpayer-financed nuclear bailout.”

The letter explains that:
The failures to bring any of the four reactors online within the fifteen-year period of the tax credit program demonstrates that the technology is an even greater failure than the first generation of reactors, and it will never be widely commercialized. It is simply not a justified or worthy investment of taxpayers’ money to grant the owners of these reactors the extraordinary relief of billions of dollars in subsidies for projects that hold no promise for the U.S. energy sector. It should not be forgotten that Southern Company’s expansion of Plant Vogtle has already received substantial taxpayer support through the $8.3 billion in federal nuclear loan guarantees and the public/private cost-sharing support during the permitting and licensing process.

“We urge Congress to give the American people a break and stop throwing billions of dollars in wasteful and ineffective subsidies at these boondoggle nuclear projects," said Tim Judson, executive director of the Nuclear Information and Resource Service. "The industry promised that $20 billion in loans and payouts from taxpayers would revive nuclear power and lead to a 'Nuclear Renaissance.' But all that money and more has only managed to get four reactors less than half- built in ten years, and bankrupted their manufacturer with billions of dollars in cost overruns. Not passing this bill will save taxpayers at least $5 billion dollars. It's time for Congress to give the American people a break.”

The people of Fukushima and Japan continued to be threatened by the ongoing contamination of Fukushima and the Abe government restarting of nuclear plants. The government continues to pressure Fukushima families and their children to return to Fukushima or lose their subsidies. These government demands is harming the health and mental conditions of the Fukushima refugees who do not want to return. The government which now controls Tokyo Electric Power Company continues to use thousands of contract workers to supposedly decontaminate the plant and the thousands of acres surrounding the plant. These workers do not have proper health and safety protection and the government uses the Yakuza to recruit day laborers and workers from other countries. They are also demanding that other prefectures or states “recycle” 16 million cubic meters of contaminated radioactive soil in construction projects throughout the country despite the danger of expanding the contamination of the entire population…

The continuing danger of radioactive contamination  at Fukushima is a threat not only to the people of Fukushima and Japan but the world. There are thousands of contaminated water tanks surrounding the broken nuclear plants and the government continues to push to re-open the plant. The cases of thyroid cancer area also growing and the government issuing the secrecy laws to prevent information about the continuing escalation of cancer cases throughout the country.

The drive for more nuclear power is now combined with the drive by the Abe administration to eliminate article 9 of the Japanese constitution which prevents offensive war. The escalation toward war in Asia and the building of more US military bases in Okinawa despite mass opposition of the population.

The Japanese Abe  government has  cut off money for housing benefits for the families while  it is spending billions of dollars to “decontaminate Fukushima” at  to build Henoko naval base and a new military airforce base in Okinawa. The bases will contain nuclear weapons which are not not supposed to be brought to Okinawa.

We call for the defense of the families in Fukushima and continued compensation by TEPCO.

The great news is that Labor has won the election in a landslide and have a really strong mandate to legislate changes in Western Australia. We hope that they will legislate a ban on uranium mining in the coming months.

But we will have to keep on the to make sure this happens..

This years Walkatjurra Dates are now set for the 4th of August leaving Fremantle and returning on the 3rd of September. We are hoping for a really good turn out this year ad hopefully it will be a celebration of a Ban on uranium mining. If Labor have not done it by then we need lots of people to come and demand that they keep their promises..

WALKATJURRA WALKABOUT is a celebration of Wangkatja country, a testament to the strength of the community who have fought to stop uranium mining at Yeelirrie for over forty years, and a chance to come together to continue share our commitment to a sustainable future without nuclear.  It is a chance to reconnect with the land, and to revive the tradition of walking for country.

早いもので２０１６年も終わりつつあります。忌まわしい福島メルトダウンからすでに５年半以上もの月日が流れました。

その間、国はできるだけのことをして福島犠牲者を救ってきたのか？　どうして過酷事故が起きてしまったのか、その事実を国民に隠さず見せたのか？　二度と悲惨な事故が起きないよう、努力してきたのか？　残念ながら、その答えは全部ノーです。自主避難者への住宅支援が打ち切られようとしています。

Have you made an effort to prevent a miserable accident again? Unfortunately, the answer is all no. Housing support for volunteer evacuees is about to be discontinued.

When citizens have to look at the facts, the country deprives freedom of broadcasting and press, school education does not teach the dangers of nuclear power, promotes Japan to the world at the Tokyo Olympic Games, Japan says it is safe to lie I am trying to raise the motivation of the people.
