WASHINGTON — The Trump administration is quietly moving to weaken U.S. radiation regulations, turning to scientific outliers who argue that a bit of radiation damage is actually good for you — like a little bit of sunlight.

The government’s current, decades-old guidance says that any exposure to harmful radiation is a cancer risk. And critics say the proposed change could lead to higher levels of exposure for workers at nuclear installations and oil and gas drilling sites, medical workers doing X-rays and CT scans, people living next to Superfund sites and any members of the public who one day might find themselves exposed to a radiation release…

#Fukushima: A million tonnes of radioactive water still in storage after nuclear disaster – Fukushima 311 Watchdogs



To dump into the ocean a million tonnes of radioactive water should be considered by the international community a crime against humanity and an ecocide against the environment. Whatever they say, whatever they lied, it will never be totally decontaminated and it will never be safe, no matter how many shills on the mainstream media are paid by the nuclear lobby to spin fairy tales in order to brainwash the public about ‘safety’.

… Japan cannot agree on what to do with a million tonnes of radioactive water being stored at the destroyed Fukushima nuclear power plant — and there is a chance it could spill if another major earthquake or tsunami were to strike.

The water is being stored in about 900 large and densely packed tanks at the plant, which was overwhelmed by a devastating tsunami more than six years ago.Making matters worse, the amount of contaminated water held at Fukushima is still growing by 150 tons a day.

The stalemate is rooted in a fundamental conflict between science and human nature.Experts advising the government have urged a gradual release of the water to the nearby Pacific Ocean. Treatment has removed all the radioactive elements except tritium, which they say is safe in small amounts.

Conversely, if the tanks break, their contents could slosh out in an uncontrolled way.Local fishermen are balking — they say the water, no matter how clean, has a dirty image for consumers …

Magical Thinking — Demystifing Nuclear Power | Fairewinds Nuclear Energy Education




The oxymoronic term “alternative facts” has recently taken root in American political conversation, but the alleged magical thinking by the nuclear power industry is nothing new to informed energy sector critics.
The nuclear power meltdowns at Three Mile Island (TMI) in the US, Chernobyl, now the contaminated legacy of the Ukraine, originally part of the USSR – now Russia, and the triple meltdowns in Japan at the Fukushima Daiichi atomic reactor site show that the various atomic power disaster scenarios created by the nuclear industry are far from what actually occurred during the last 38-years.
Inaptly named “maximum credible accidents” by the atomic power industry, these actual meltdowns are really more of the industry’s alleged magical thinking based on the projected maximum cash available in each country hosting the reactor.  Not surprisingly, nuclear reactors are simply incapable of withstanding the worst disaster imaginable. The proclamations made by nuclear power and nuclear weapon fixated governments have been designed to reduce costs to reactor owners, which are either corporations or governments, and then passing on the radioactive remains to local communities to sort out and protect for the next 25-mellenniums – until all the radioactivity decays away.
Before TMI, the magical thinking in the nuclear power industry assumed that failures would only occur one at a time: according to industry calculations, there was essentially a zero percent likelihood of multiple systems failing at once…

Nuclear Power Is Not "Green Energy": It Is a Fount of Atomic Waste

Starting in 1971, I became a card-carrying member of the "nuclear priesthood." I began as a licensed nuclear reactor operator and progressed through the industry to become a senior vice president. I believed, with religious fervor, that by helping to build and operate atomic power reactors, I would be creating power that was "too cheap to meter." The historic 1973 gasoline shortages and long lines of cars queued at the pumps made it clear to me and hundreds of other nuclear engineers that nuclear power was the only solution to the "energy shortage." In the 1970s and '80s, solving this apparent energy shortage was our only mantra. At that time, there was no scientific data connecting fossil fuels to climate change.
In 1953, President Eisenhower initiated his "Atoms for Peace" program as a means to transform the atom from a scourge into a benefit for mankind and created grand illusions of at least 1,000 US atomic plants by the year 2005. However, well before the 1979 disaster at Three Mile Island, nuclear construction costs were skyrocketing and construction schedules were constantly slipping. The overzealous goal of 1,000 US atomic power reactors dwindled to about 110 finally completed reactors, while more than 120 others that had been on the drawing boards were canceled before producing a single watt of power.
By 1985, Eisenhower's dream of reclaiming the power of the atom for peaceful purposes had unraveled and had become a nightmare. Electric rates continued to skyrocket and ratepayers were left picking up the pieces from Atoms for Peace.
Of the more than 230 attempts to construct atomic power reactors in the United States during the 20th century, only 99 reactors are still operating. Globally, a total of 438 atomic power reactors were still operating in 2015, according to the World Nuclear Association.
During the 20th century, the lights stayed on and the prediction of a dire energy shortage never materialized. Nuclear power's claims that it would be an economic nirvana "too cheap to meter" collapsed as well. Entering the 21st century, renewables began to appear more feasible, so the atomic power industry latched on to NASA's James Hansen's 1988 prognosis of the global buildup in CO2 resulting in global climate change as a new justification for existence. Armed with this new marketing ploy, nuclear power lobbyists flooded Capitol Hill looking for financing to fund the 21st century "nuclear renaissance."
Does the nuclear industry's latest claim that it is the world's salvation from increasing levels of CO2 hold up under scrutiny? No. The evidence clearly shows that building new nuclear power plants will make global warming worse...

Nuclear Power Advocates Claim Cheap Renewable Energy Is A Bad Thing | ThinkProgress


Nuclear power advocates are trying a new line of attack on solar and wind energy — it’s too darn cheap! 
In the real world, however, the unexpectedly rapid drop in the price of cleantech, especially renewable power and batteries, is a doubly miraculous game-changer that is already cutting greenhouse gas emissions globally and dramatically increasing the chances we can avoid catastrophic climate change.
As I detailed on Monday, the New York Times in particular keeps running slanted articles talking up nuclear and talking down renewables — articles that totally miss the forest for the trees. That culminated in a truly absurd piece last week, “How Renewable Energy Is Blowing Climate Change Efforts Off Course,” which is the exact opposite of reality, as Goldman Sachs has detailed in its recent reports on “The Low Carbon Economy.”
This post will focus primarily on the big picture, the forest. I will deal in later posts with a few of the more interesting trees, such as whether, the U.S. should consider give existing nukes some sort of short-term carbon credit so they are not shut down prematurely and replaced by natural gas...

Fukushima Scandal; What IS A Meltdown? | SimplyInfo


TEPCO_fukushima_press_conference_bowingThe recent TEPCO investigation into events during the early phase of the Fukushima Disaster raised a few questions. TEPCO claims they were told by the Prime Minister’s office not to use the word “meltdown”, something the former Prime Minister denies.
A TEPCO official was stopped from uttering the word at a press conference and NISA staff were sacked for mentioning a meltdown to the press. Yet TEPCO is insisting they didn’t hide anything because they provided radiation data and other related information. TEPCO used the phrase “core damage” until May of 2011. Up until May their computer simulations only showed 25-55% fuel as being melted. It is worth noting that computer models are only as good as the data input to run them so what TEPCO put in impacted the result. TEPCO’s own manuals that had been “missing” until a few weeks ago cite anything more than 5% melting is a meltdown. But what actually constitutes a meltdown?

In Dr. Bertell’s 1986 speech, she candidly describes the two tactics that she used to report radiological incidents and the release of radionuclides into the environment. 
“It’s become even worse of late because in order to impress the public with how insignificant the exposures are, there seem to be two tactics. One tactic is to make the numbers small. So if you’ve been in the business of reporting radiation exposure or accidents for awhile, you’ll remember that it used to be in terms of maybe eighty millirem at Three Mile Island, or a hundred millirem as background radiation, or 5,000 millirem permitted to workers per year. It’s now changed so that instead of eighty millirem it would be eight-tenths of a millisievert. Eight-tenths is a littler number. Instead of workers getting 5,000 millirems per year they now get fifty millisieverts. So they changed the unit to make it a hundred times bigger which makes the numbers a hundred times smaller. So that’s one tactic.
The other tactic is to give everything in percent so that you’re told `well, there’s a little bit of iodine 131 in your milk, but it’s O.K., it’s only a small percentage of the permissible level.’ Now you’re not really told where that permissible level came from, or who said you could have radioactive material in your milk and it was O.K. But to even express it as a small percentage of a permissible level is very deceptive because those permissible levels are extraordinarily high.”
Since this speech was given, there have been many more radiation disasters in the US and abroad, most notably, Fukushima. 

Recently, the White House dramatically raised “permissible” levels of radiation in our drinking water and soil. This was done without any input or discussion from you or me.
By raising permissible levels the administration seeks to create a “new normal”  for our radiation exposure.

It’s a huge win for the nuclear industry because it allows them to legally say that everything is within “permissible levels.” However, the permissible levels “allowed” by the White House is equivalent to Orwellian doublespeak...

Three Mile Island: Writing the Nuclear Accident Playbook

– People today who are familiar with social media think that TMI means “Too Much Information”. But to me, and anyone listening to the news in 1979, TMI will always represent the disaster at Three Mile Island, when the public received too little information, not too much.

 At the time of the nuclear disaster at TMI, there were plans to build more than 200 nuclear plants in the US, with some projections topping 1,000.  Today, less than 100 nuclear plants are operating in the US.  During the 1970’s, the total amount invested in those early plants easily exceeded one trillion dollars.  If the public became fearful of nuclear power, then the nuclear industry, investors, and banks that had loaned money would face huge losses, so the nuclear industry and nuclear regulators tried desperately to minimize the significance of what was happening at the crippled reactor.

 The pattern of denial created by the nuclear industry during the TMI meltdown had at least five steps in its playbook:

1. Make it appear that “authorities” have the situation under control.

2. Delay any evacuation orders for as long as possible.

3. Claim radiation releases are much lower than they actually are.

4. Claim radiation exposures are acceptable and that no one will die.

5. And lastly, minimize conflicting information given to the press through paid off experts.

 The formula for damage control at TMI was designed by the nuclear industry composed a one size fits all “playbook” the industry has followed for all nuclear catastrophes since TMI.  Comments made during the triple meltdown at Fukushima Daiichi by utility owner Tokyo Electric could easily mimic those made at Chernobyl and TMI!  When Maggie and I saw these old tricks being played again at Fukushima Daiichi, we dedicated ourselves to ensuring that the public has an accessible resource on which to rely that provides accurate information, and thus the Fairewinds videos were born.

 In this video posted to commemorate the TMI disaster, I discuss the pattern of denial regarding nuclear power plant failures and meltdowns, not just for TMI but also for Chernobyl and Fukushima Daiichi as well.  We at Fairewinds Energy Education hope you will watch it and think about sharing the true facts with others.

Why Nuclear Matters doesn’t matter | GreenWorld



Regular readers of GreenWorld know that we have dropped a lot of digital ink writing about Nuclear Matters, the astroturf group launched by Exelon early this year to try to make the case to save the utility’s aging and uneconomic nuclear fleet.
Exelon and the PR firm Sloane and Company that runs the public end of Nuclear Matters have assembled a seemingly potent team of paid-for spokespeople to make the utility’s case: former Senators like Evan Bayh and Judd Gregg; former DOE secretary James Abraham; and the big catch, former EPA Administrator, Obama climate czar, and current League of Conservation Voters board chair Carol Browner. 
These and others  in Nuclear Matters’ assembled-team of backers have been writing (or, more likely, allowing their names to be used as having written) op-eds in publications across the country, appearing at Nuclear Matters-organized (ie Sloane and Company) events such as one in New York City the week of the People’s Climate March, and otherwise spreading the news that nuclear power is so important that it shouldn’t matter how costly to ratepayers or how old and unsafe a reactor is, it should keep operating for, apparently, perpetuity.
Maybe it’s just that the message isn’t exactly compelling. Or perhaps former politicians don’t carry the kind of clout Exelon needs. After all, making the case that millions of people should pay higher electricity rates than they otherwise would need to because, well, nuclear!, can’t be an easy sell to current politicians who have to answer to voters...

Forbes and others buy nuclear industry cookie cutter falsehoods | Beyond Nuclear - Just The Facts


Did the nuclear industry’s PR mavens suddenly issue a cheat sheet on reprocessing? It certainly looks like it. So far we’ve counted nine almost identical, and equally erroneous, articles under seven different by-lines, but we're still counting. Why they would choose to beat the reprocessing dead horse, however, is intriguing given that even the Department of Energy’s Blue Ribbon Commission on America’s Nuclear Future rejected it. All of them spout the same falsities and all substitute the word “recycling” for “reprocessing”. There’s William F. Shugart II’s article in Forbes and Paul Steinmeyer in The Hartford Courant and The Day (10 “recyclings” each). Then there’s Henry B. Spitz in the Cincinnati Enquirer (five “recyclings”); Ivan Maldonado in The Tennessean (6 “recyclings”); Howard Shaffer in the Concord Monitor (7 “recyclings”); Barry Butterfield in the Lincoln Journal Star (only 3 “recyclings); William B. Reed in the Huntsville Times (10 "recyclings") and the Montgomery Advertiser ...you get the picture. As the 2014 World Nuclear Industry Status Report (pg. 125) shows us, reprocessing has proven a costly burden on the French utility, EDF, and has thrown it into pitched battle with French nuclear corporation, Areva, also largely a government entity. The only thing getting “recycled” is this propaganda piece which newspapers and magazines everywhere are blithely lapping up. You can read our reply to the Forbes article here.

Beyond Nuclear - Investigate the NRC


The U.S. Nuclear Regulatory Commission (NRC) was created by Congress in 1974 after its predecessor, the Atomic Energy Commission, was abolished due to its blatant promotion and protection of nuclear power expansion and the absence of effective enforcement action of public health and safety requirements. But little has changed. By charter, the NRC is tasked with the licensing, operational oversight and enforcement of regulations for US nuclear power reactor operations “to ensure public health and safety.” However, documented malpractice, accidents and near-miss events at US reactors reveal the agency’s ongoing failure to uphold its charter. Beyond Nuclear is calling on Congress to hold a “special investigation” of the NRC. To support this, Beyond Nuclear is drawing up a list of "charges" that itemize the NRC’s collusion with the nuclear industry and its undermining of public health and safety.

Energy Experts Respond to Scientists’ Letter Advocating Nuclear Power | EcoWatch



Four distinguished atmospheric scientists, including Dr. James Hansen, have written an open letter encouraging those “opposed to nuclear power” to rethink their position in light of the urgent need to fight dangerous climate change. Hansen and his coauthors are right to underscore the dangers of climate disruption from the global addiction to fossil fuels. As longtime leaders of Natural Resources Defense Council’s energy program, we agree with them that “energy systems decisions should be based on facts, and not on emotions and biases.”




But the authors of this letter (and other nuclear energy proponents) are on the wrong track when they look to nuclear power as a silver bullet solution for global warming. To the contrary, given its massive capital costs, technical complexity and international security concerns, nuclear power is clearly not a practical alternative. Instead, energy efficiency will always be the quickest, cheapest solution to our energy and climate challenges, and clean renewable energy is growing today by leaps and bounds.

Inexplicably, Dr. Hansen and his colleagues ignore energy efficiency altogether. Yet as Natural Resources Defense Council (NRDC) documented in a recent report in the 40 years since the first OPEC oil embargo, energy efficiency has made a larger contribution to meeting the energy needs of a growing U.S. economy than all other resources combined, including nuclear power, oil, natural gas and coal.

Those who take global warming seriously need to begin the discussion of solutions with the potential for more of these efficiency improvements; the open letter doesn’t even mention them. The dominance of energy efficiency in the U.S. energy economy didn’t result from anybody’s bias or ideology; it is all about comparative advantages in cost and reliability (it turns out to be much cheaper and easier to get more work out of less electricity than to build new nuclear or coal-fired power plants). 

Renewable energy is at least mentioned in the open letter, but the treatment is inaccurately dismissive. Wind farms and solar arrays can be installed much faster and typically at lower cost than new nuclear plants, and the consequences of any single unit’s failure are trivial by comparison. Hansen et al.’s contention that these resources cannot “scale” rapidly enough to make a difference is belied by the recent record—wind power alone added nine times more generation than nuclear plants to the U.S. grid from 2000—2012. The National Renewable Energy Laboratory has concluded that ”renewable electricity generation from technologies that are commercially available today, in combination with a more flexible electric system, is more than adequate to supply 80 percent of total U.S. electricity generation in 2050 while meeting electricity demand on an hourly basis in every region of the country.” 


Hansen and his colleagues do not contest the generally disappointing performance of nuclear power in U.S. and global energy markets since the mid-1970s (for example, no U.S. nuclear power plant operating today was ordered after 1973, and Japan’s Fukushima disaster brought one of the world’s largest utilities to its knees in March 2011, while ending any pretense of a “nuclear renaissance”).

Instead, the coauthors hold out the promise of “safer nuclear energy systems” that will somehow turn things around. But, as NRDC’s Tom Cochran and Ralph Cavanagh point out in a recent article on the CNN website the global history of the nuclear industry is littered with costly failures to create advanced reactor designs that could economically and reliably do what Hansen and his colleagues think has already been accomplished by “modern nuclear technology”: “reduce proliferation risks and solve the waste disposal problem by burning current waste and using fuel more efficiently.”


Finally, the open letter suggests that that it is the environmental community that is somehow holding back a nuclear power surge. Nothing could be further from the truth. A U.S. “nuclear renaissance” has failed to materialize, despite targeted federal subsidies, because of nuclear power’s high capital cost, long construction times, the lower demand for electricity due largely to improvements in energy efficiency and competition from renewables. Unless Hansen, et al. want the U.S. to join the society of planned economies, the better approach to which we can all agree is to internalize the cost of carbon emissions and let energy efficiency, renewables and nuclear compete on a level playing field. We and the Hansen group obviously disagree on who the winners are likely to be, but let’s not delay further in finding out.

NRDC is a long-time advocate for expanded research spanning a wide range of energy technologies. No one can or should close the door to the prospect of improved nuclear power technology. But in a world with constrained capital resources and an urgent need to find the lowest cost ways to cut carbon pollution, nuclear power ranks far down the list of promising or likely solutions. We hope that Hansen and his colleagues will keep their focus on the urgent need to reduce global greenhouse gas emissions, and let winners and losers in the clean energy race emerge on the merits.

The first prophetic sign to follow CNN’s irrelevant Pandora’s Promise is this: the Dallas-based Luminant Power Company has cancelled two mammoth reactors.
Pandora’s box score for atomic America 2013 is five announced early reactor closures, nine project cancellations and six ditched uprates. Today, 100 U.S. reactors operate where 1,000 were once promised. New orders are zilch.

Even more critical: For decades the nuclear industry said zero commercial reactors could explode. When Chernobyl blew, they blamed it on the Soviet design. Now, three General Electric reactors have exploded at Fukushima. Unfortunately, as they age and deteriorate, there may be more to come.

Here are some more numbers to tally. More than 1,300 fuel rods sit in a damaged fuel pool 100 feet in the air at Fukushima 4. They contain radioactive cesium equivalent to 14,000 times what was released at the bombing of Hiroshima. There are some 6,000 rods in a common fuel pool nearby. There are some 11,000 rods scattered around the site. The three melted cores from units One, Two and Three are missing. There are roughly 1,000 tanks holding billions of gallons of hot radioactive water that are leaking and will collapse in the next big earthquake.

Proof that the nuclear industry has been dodging its responsibilities for over 50 years | Greenpeace International



General Electric, Hitachi and Toshiba designed, built and serviced the reactors which directly contributed to the Fukushima nuclear disaster, yet these companies have not paid one cent of the cost for the reactor failures.Information released today by Greenpeace Japan shows that the builders and suppliers of nuclear reactors were afraid of being held financially responsible for any accidents they might cause from the outset of the nuclear energy era in Japan.
But what if a nuclear company is grossly negligent? It needn’t worry. The Commission’s documents say:
"...we decided to delete 'gross negligence' to not make suppliers feel uneasy"
We wouldn’t want nuclear suppliers to feel uneasy, would we? But uneasy is the way the Japanese people must be feeling when they see the size of the costs of the Fukushima disaster that they are now having to pay.
And this is a state of affairs that continues to this day.
What this proves is the nuclear industry has never had any faith in the safety of its nuclear reactors. If it did, why would it have worked so hard to be protected from its responsibilities?
It’s an admission that nuclear power is inherently unsafe and that the nuclear industry is not able and willing to deal with a major accident. They’ve known this from the very beginning.
We’re seeing what all this means right now at Fukushima, as its owner and operator, TEPCO, is unable to fund the clean-up. GE, Hitachi and Toshiba, the big companies that all built reactors at Fukushima based on a flawed GE reactor design, have not paid a cent to help TEPCO and have done little to nothing  to help the victims of the disaster.
So, Japan’s taxpayers have to step in to pay the billions upon billions of yen needed to deal with the industry’s gross negligence.
The companies that built and supplied the melted-down and leaking Fukushima reactors are allowed to avoid all responsibility for the carnage the reactors have caused. They profit while the people of Japan pay.
This is not a scandal unique to Japan, however.
Greenpeace Canada has copies of letters written to Canada’s government by GE Hitachi (GEH), Babcock and Wilcox, and Westinghouse, all demanding to be let off the hook in the event of a nuclear catastrophe. In its letter, GEH says it wants to avoid what happened to Union Carbide after the disaster at its chemical plant in Bhopal, India. Union Carbide was sued in US courts. GEH wants indemnification from nuclear liability, from being sued the way Union Carbide was.
We know who really needs “an indemnification from nuclear liability”. Us, the people, who have to live with nuclear power and all its dangers and who have its massive costs forced upon us. The nuclear industry has put its own interests and those of its shareholders above the people it is supposed to be serving.
The nuclear industry has been allowed to write its own rules for more than 50 years, as the documents we’ve made public show. It’s time those rules were scrapped and the nuclear industry disqualified from the game it’s been playing with all our lives.
This must stop. Right now.
