A year after leak, online tool shows your distance -- and risk -- from accident at crippled reactor
WASHINGTON, D.C. -- One year ago, a leak of radiation caused an emergency shutdown of a reactor at the San Onofre nuclear plant -- a crisis that led to the discovery of unprecedented damage to critical equipment and has kept the plant closed ever since. But Southern California Edison wants to experimentally restart one of the crippled reactors.
If this experiment fails the result could be a massive release of radiation and the evacuation of millions of Southern Californians. Would you need to evacuate? Where would you go?
Now, a new interactive online mapping tool from Friends of the Earth shows Southern Californians just how far they are from Southern California Edison’s crippled reactors. If you’re in the official 10-mile evacuation zone, the site shows you where you’re supposed to go for safety. Or you may find that like 8.5 million others, you’re within the 50-mile zone the U.S. government advised Americans in Japan to evacuate from after the Fukushima disaster in 2011.
The mapping site complements a new social media campaign from Friends of the Earth, featuringan online ad that raises the question of freeway gridlock if people near the plant were ordered to evacuate.
Last year, a Friends of the Earth poll of residents within the Edison service area found that more than 50 percent did not know whether they were in the evacuation zone for a serious accident at San Onofre. Almost three-fourths of those surveyed said they were concerned about another accident.
“On the anniversary of the radiation leak -- which independent nuclear engineers and NRC technical staff have said could have been much worse -- it’s important for Southern Californians to stop and think about what they would do if the NRC allows an experimental restart of a severely damaged reactor and as a result there’s a more serious accident,” said Kendra Ulrich, nuclear campaigner with Friends of the Earth. “There’s only one sure way to ensure the safety of the public -- keep the crippled San Onofre reactors shut down.”

The Nuclear Regulatory Commission (NRC) will meet with the public on February 12th to discuss the status of its review of Southern California Edison’s proposed plan to restart San Onofre Reactor Unit 2 WITHOUT fixing it first. The NRC expects to make a decision in April or May 2013 on whether to allow San Onofre Unit 2 reactor to restart.
Both Unit 2 and 3 reactors have the most defective replacement steam generators in U.S. history. Edison’s flawed redesign of these critical steam generators resulted in decades of wear in less than two years and a radiation leak in less than one year of operation. Now Edison wants to restart the Unit 2 reactor without repairing or replacing the defective and worn steam generators. See handout of why the San Onofre Nuclear Reactors should not be restarted.

From the U.S. Nuclear Regulatory Commission's Meeting Notice: "The Nuclear Regulatory Commission will hold a public meeting on Feb. 12 to discuss the status of its review of Southern California Edison Co.’s (SCE) proposed plan for restarting San Onofre Nuclear Generating Station Unit 2. The plant, operated by SCE, is located in San Clemente, Calif. The meeting will be held from 6-9 p.m. at the Capo Beach Church, 25975 Domingo Ave., in Capistrano Beach, Calif. The facility has seating for 1,100 persons and parking is free.
"NRC staff will meet with the public to discuss the status of its inspection and technical evaluation of SCE’s response to the NRC Confirmatory Action Letter of March 27, concerning actions required to be taken by the company to address steam generator tube degradation at San Onofre. The company’s response to the Confirmatory Action Letter is available on the NRC website.
"A leak in a Unit 3 steam generator tube on Jan. 31, 2012, led to the shutdown of that unit. The other reactor, Unit 2, was shut down for maintenance and refueling at the time. Subsequent inspections of the nearly new steam generators in both units found unexpected wear. Both units remain safely shut down and will not be permitted to restart until NRC has reasonable assurance they can be operated safely. The public will have an opportunity to ask questions of the NRC staff and Southern California Edison Co. officials and provide comments concerning the inspection and technical evaluation activities throughout the meeting.
“We want to provide the public with a status report on the NRC’s inspection activities at San Onofre and our ongoing evaluation of Southern California Edison’s proposal for restarting Unit 2,” said NRC Region IV Administrator Elmo E. Collins. “We encourage interested members of the public to attend the meeting, ask questions and provide comments to the NRC staff about our ongoing review.”
